Delayed Small Business Insurance Inquiry Keeps Cover Concerns on the Agenda

Recommendations are now due in February, but office SMEs should not wait to review practical cover gaps

A federal parliamentary inquiry into small business insurance has pushed back its reporting timetable, extending the wait for recommendations on insurance affordability, availability and regulation.
Insurance News reported on 27 October 2026 that the inquiry, which had been expected to report that day, now intends to table its final report by 26 February 2027 after receiving extensive evidence from across the market.

For office-based small and medium businesses, the delay matters because the inquiry is looking at issues that sit close to everyday commercial risk decisions. Its terms cover the provision, regulation and pricing of insurance products for small businesses and community organisations, including public liability, professional indemnity, cyber threats and business interruption. Those are not abstract policy categories for professional firms, agencies, consultants, clinics, co-working operators and other office-reliant enterprises; they are the lines of cover that often determine whether a disruption becomes manageable or financially damaging.

The committee has reportedly received more than 100 submissions and held hearings in Sydney, Brisbane, Perth and Melbourne. That breadth is useful, but it also underlines why the final report may need time: small business insurance problems are rarely uniform. A low-risk suburban office may face very different pricing and availability issues from a regional consultancy, a business holding sensitive client data, or a firm whose lease or client contracts require particular limits.

In the interim, the practical message for SMEs is not to assume reform will quickly solve current renewal challenges. General market commentary in 2026 has pointed to softer commercial pricing in some classes, but affordability, exclusions, sub-limits and documentation still require careful review. A lower premium does not automatically mean adequate protection, and a broader policy headline may still contain conditions that matter at claim time.

Office businesses can use the extra period before the February 2027 report to organise their own risk information. Useful review points include:

  • whether insured values for fit-out, contents, equipment and records reflect current replacement costs;
  • whether business interruption assumptions match realistic recovery time after a major outage or premises loss;
  • how contract, lease or professional obligations affect public liability and professional indemnity insurance limits;
  • whether cyber exposures from cloud systems, payroll data, invoicing and remote access are addressed consistently;
  • how policy exclusions, waiting periods and sub-limits would operate in plausible office disruption scenarios.

The inquiry’s eventual recommendations may influence policy debate, regulation or industry practice, but they will not replace business-level preparation. For now, the best response is measured: understand current office insurance requirements, keep records up to date, and treat renewal conversations as a chance to test whether cover still matches the way the business actually operates.
