New South Wales insurance buyers may be heading for an important change as reform of the Emergency Services Levy continues to attract attention across the insurance sector.
The levy has long been added to many insurance premiums in NSW to help fund emergency services, and insurers have argued that this approach makes cover more expensive for households and businesses that choose to insure.

For tradies, the issue is more practical than political. Many trade businesses carry several policies at once, including public liability, tools and equipment, commercial motor, contract works, workshop contents and, in some cases, management liability or cyber cover. If a levy is applied through premiums, the total cost can be felt across more than one part of the business insurance program.

The proposed shift away from an insurance-based charge could, over time, reduce one source of premium pressure for some NSW policyholders. However, it is not a simple guarantee that every renewal will fall. Premiums are still shaped by claims experience, the type of work performed, business size, subcontractor use, location, insurer appetite, natural hazard exposure and the value of assets being insured.

That means trade businesses should treat any levy change as a reason to review cover, not a reason to automatically reduce it. A lower tax or charge component can quickly be cancelled out if tool values, vehicle replacement costs, materials on site or contract values have increased since the last renewal. The same applies where a business has taken on larger jobs, moved into higher-risk activities or started using more hired-in plant.

A useful renewal check should include:

  • checking current replacement values for tools, plant, stock and portable equipment;
  • reviewing public liability limits against client, landlord and principal contractor requirements;
  • confirming whether goods in transit, materials on site and temporary structures are covered;
  • looking at vehicle use, driver arrangements and modifications to work utes or vans;
  • testing whether excesses and exclusions still suit the cash flow of the business.

The bigger lesson is that affordability and adequacy need to be considered together. If reform makes cover more competitive, tradies may have an opportunity to improve weak spots rather than simply pocket the difference. Estimating realistic sums insured before renewal can help avoid surprises if a claim occurs.

For NSW operators, the sensible approach is to watch the reform timetable, read renewal documents carefully and ask how any levy-related changes have been reflected in the premium. Where the policy structure is complex, a licensed broker can help compare the numbers with the actual risks sitting in the business.
