Cyber Insurance Gap Remains a Practical Risk for Real Estate Agencies

MPs have heard that small business cover may be easier to buy, but take-up is still lagging well behind cyber exposure

Cyber Insurance Gap Remains a Practical Risk for Real Estate Agencies?w=400

Fresh evidence to a federal parliamentary inquiry has put the small business cyber insurance gap back in the spotlight, with industry representatives telling MPs that cover is becoming easier to arrange and, in parts of the market, cheaper than it was during harder conditions.
For real estate agencies, the message is not simply that another policy may be available; it is that cyber risk is now part of ordinary agency operations, from trust-account communications and rental applications to cloud property systems and client identity documents.

Insurance News reported on 3 November 2026 that representatives from the Insurance Council of Australia, QBE and Marsh appeared before the House Select Committee on Cyber Security for Small to Medium Sized Businesses and Organisations. The committee is examining the cyber preparedness of smaller organisations and is due to report by 31 March 2027. Evidence reported from the hearing indicated that cyber insurance uptake among smaller businesses remains well below large-business levels, even as insurers and intermediaries try to reduce application friction.

That matters for real estate agencies because a breach is rarely contained to the IT desk. A compromised mailbox can redirect settlement instructions, expose landlord or tenant documents, interrupt property management workflows, or trigger privacy, legal and communications costs. A cyber event can also create knock-on questions across business insurance, management liability, crime, professional indemnity and public liability arrangements, depending on the facts and policy wording.

The reported evidence also challenges a common assumption: that reporting a cyber incident will automatically make insurance unaffordable or unusable. Industry witnesses argued that timely reporting can help businesses access incident response support sooner. For agencies, that reinforces the value of having a pre-agreed response process before an attack occurs, including who can authorise spending, who contacts technology providers, how affected clients are notified, and where backups and access credentials are held.

Lower prices or shorter question sets should still be treated carefully. Cyber policies can differ materially on social engineering, funds transfer fraud, privacy response costs, business interruption, ransomware events, panel providers, excesses, waiting periods and exclusions for inadequate controls. Agencies using artificial intelligence tools, outsourced property technology platforms or remote workers may also face underwriting questions about oversight, access management and data retention.

A practical response is to treat cyber cover as one part of a broader resilience plan rather than a substitute for basic controls. Agencies may wish to review multi-factor authentication, staff training, payment verification procedures, software patching, backup testing, privacy governance and contract obligations alongside their insurance program. The inquiry may ultimately recommend further government support or standards, but agencies do not need to wait for March 2027 to test whether their current arrangements match the way they actually handle client and property data.
